Total expenditure on Primary and Secondary Education has fluctuated between 69% and 70% of total education
expenditure from 2003/04 to 2005/06 and increased to 71% in 2006/07. The assumption that  this figure
will remain at 71% from 2007/08 to 2009/10 has been used to find the projected total education expenditure
from 2007/08 and from this the projected expenditure on Other Programs is calculated
